“FireWise Construction: Site Design & Building Materials”. This brochure contains good information concerning fire behavior and building construction. It can be downloaded from the State of Colorado.
The association has purchased topographic map software, which allows us to provide site plans to our owners. Site Plans are needed when submitting to the ECC or to the Costilla County Planning and Zoning Office for permits.
Owners should contact the Managers Office by calling 718 379-2977 or by email at firstname.lastname@example.org.
Your site plan can be mailed as a hard copy or emailed as a PDF file.
Costilla County Permits Are Required
In addition to complying with the Forbes Wagon Creek ROA building regulations, compliance and permitting by the Costilla County Planning and Zoning Department is required. Full information can be obtained at their website http://www.colorado.gov/cs/Satellite/CNTY-Costilla/CBON/1251595038047
All ranch owners and contractors should be aware of the seasonal aspect of building in Wagon Creek. Usually during the winter snow season, November thru May, the roads are not passable.
Each Owner is responsible for complying with the Building Regulations. Before you start making plans, always read the building regulations first. The
building regulations will be strictly enforced.
In order to assist each Owner in the planning and designing of a Residence
and to take full advantage of the unique opportunities of the parcel, a comprehensive design review process administered by the Environmental Control Committee has been established.
Under the Declaration of Covenants, Conditions and Restrictions, the ECC is
charged with the responsibility of maintaining the standards set forth in the Building Regulations. The ECC has the responsibility and authority for reviewing all
designs proposed for construction within Forbes Wagon Creek Ranch, and to issue all formal approvals or dis-approvals of projects. The Owner may undertake only
those Improvements, which have received final approval by the ECC.
Each Residence or Improvement must meet the criteria of the Building
Regulations as well as the rules and regulations of governmental authorities having jurisdiction (i.e. Costilla County and the State of Colorado).
In general, the ECC design review process is divided into the following phases:
The ECC will conduct reviews of projects during its regular meetings or at
other such times, as it deems appropriate. The ECC will respond in writing with comments (including email where appropriate) no later than 14 days after the proposal is received. Results of reviews will not normally be discussed over the telephone with an Owner or Builder. Any responses an Owner may wish to make in reference to issues contained in the ECC's review of submittals shall be addressed to the ECC in writing, per fax or per email.
Because of concern for security breach, the following procedure for the use of lock boxes was adopted by the board on 8-2-2013:
All lock boxes used by FWCR Owners must have the NAME and LOT NUMBER of the owner clearly written on them. FWCR Owners must let management know per phone call (719-379-2977) or email (email@example.com) when the lock box is put up at the gate. The maximum time to leave your lock box at the gate is 2 weeks. Unauthorized lock boxes will be removed. Contractors are not allowed to use lock boxes.
Property and Building Complaints
If you have a complaint about a property or buildng within Wagon Creek, please complete and submit the ECC Complaint Form.
All contractors have to apply for a license tag and gate key at a cost of $50.00/year. Tags and keys are renewable every September 1st.
FWC Ranch Owners, NEVER give your owner key to a contractor or leave it hidden at the gate!!!!
For additional gate key information;
The CC&Rs give the ECC the responsibility to grant camping privileges to
owners and their guests.
Hunters: see Hunting Committee for Hunting camping permits!!!
There are two types of ECC camping permits:
Vacation - camping on a Lot for more than 3 consecutive nights & days, more than once each calendar month requires a camping permit from the ECC. The camping permit is good for up to four (4) consecutive weeks. If camping longer than 4 weeks at one time, please contact the ECC to renew the camping permit for the extended period of time.
Construction - a camping permit may be granted to an owner for use by himself or a builder/contractor during construction. This permit allows a tent or trailer to remain on the property while construction is ongoing. Association contractors, such as Security Services, Fire Mitigation Services, Fencing Crew and others working for the Association, should apply for and may be granted a Camping Permit to be used by the Service during the time the service is being performed. This permit allows a tent or trailer to remain on the Association property during this time.
